First dot is Free for attributes and virtues.
I'm gonna say
8/6/4 for attributes.
15/11/7 for Abilities.
8 to add to virtues.
7 for backgrounds.
Disciplines dots: 4 in clan, 1 out of clan. Not clan specific ones unless very good reason.
Those would require uber explanation: thaumaturgy, necromancy, dementation, Protean, Chimestry,Vscitude, serpentis. (Vscitude and Dementation perhaps less guarded but problems of their own.) Merits/Flaws up to 14 pnts
Generation 10-12 costs one dot, after 10th generation costs two.
Freebie Points: fledgling: 15, Neonate: 30 Annicilla: 50 Elder: 70 unless approved otherwise.
Specifics will be worked out with the Storyteller, whom reserves veto power.
If you are interested in your character starting as a particular position or as an elder PM Admin about it.
Please come up with a good character concept and backstory.
Especially if you want something unusual.

In theory whatever clan, subject to ST approval.
Sects are open, Camm, Anarch, Sabbat, Independent.

Merits/Flaws are allowed subject to approval.
Fledlings, Neonates and ancilla will likely be limited to 8th gen.
Elders might be lower.
Unless you are coming in as a childer of an Elder (likely PC) that might be different we'll see.

Sabbat and blackhand lore and status for sabbat. Anarch lore and status for Anarchs. Cammarilla lore and Status for Cammarilla. Independent lore for Independent. Need good reason for lore of other sect, for example alternate idenity background or experience with them.

Firedancing for Sabbat. Sabbat rituals for Sabbat.
Anarch rituals for Anarchs.
